Assessing Outcomes of Alternatives to Incarceration (New York Division of Criminal Justice Services)

In 2024, the New York State Division of Criminal Justice Services (DCJS) contracted with the Research and Evaluation Center at John Jay College of Criminal Justice (JohnJayREC) to conduct outcome analyses of alternative to incarceration (ATI) and reentry programs funded by DCJS. The project will assist the DCJS Justice Lab in identifying program models to be studied, designing qualitative and quantitative methodologies to be used, and conducting analyses and interpreting results.

Over the last decade, the New York DCJS has remained committed to integrating evidence-based practices into the agency’s community corrections portfolio. In keeping with this approach, recent requests for proposals for ATI programs, employment-focused services, and jail-based programs required logic models from applicants to describe the theory of change underlying program activities and to aid the development of evidence-based practices. Researchers will account for each program’s logic model in preparing and conducting analyses of outcomes.
