The Research and Evaluation Center conducted a policy analysis and program review about innovative community-based programs operated by Maryland’s Department of Juvenile Justice. The project developed a policy brief focused on the design and management of the initiatives. Researchers interviewed government officials and reviewed program descriptions and documentation. Information developed by the project team focused on understanding the policies and practices implemented in Maryland and their likely effectiveness based on existing research knowledge of youth services and gun violence prevention strategies.
